No,garlic can stay in ground,as long as you only clip like Iris's,and they are mulched really good. They are good for five years,the mamoth garlic is the best for the buck.
If you start them inside like potato w/eyes... yes they will produce first year,they are to small and dense if have short growing time but still eatable.
