Is this normal for chives?...
If I leave the brown leaves on the clump the entire clump dies. But if I pull the brown leaves off the clump goes back to thriving. Is it just me or is that true of everyones chives?

I don't know why that would happen. The only thing I know is don't cut the leaves with scissors, because the resulting dieback has an unattractive brown edge.
